Fairly certain this is Jack Paley's birth cert, despite the different given name and horrible misspellings. Jack was the 6th and last of Aaron (Harry) and Ida's children, and this cert indicates Hirsch is #6. Jack's legally reported date of birth was 1 Oct 1907 -- correct month, off by a year and a few days.
It's possible that Jack had a double name like Yaakov Hirsch, and while his birth cert used one name, he went through life using the other name. This was a very normal occurrence in that timeframe.
There are several other name changes for children in this family, so this definitely isn't a unique situation.
